Local Area Retrofit Accelerator
Introduction
This guidance aims to support the creation of sustainable, local markets for retrofit and build the supply chain by helping local authorities initiate, develop and procure or deliver Retrofit Facilitation Services, sometimes referred to as ‘One Stop Shops’ in their local area.
We know that, for many local authorities, there may be just one person looking after a range of energy, climate, housing and social issues and this guidance is aimed, in part, at helping you to get to your goals faster by learning from the experiences of others.
It is important to remember that there is no short-term quick fix for retrofit. You, your local authority and your stakeholders need to be ready to commit to a long-term programme which can be responsive and resilient to changes in the political, financial and social landscape. Equally importantly, whilst this process can feel daunting, you do not have to start from scratch.
As a result of reading this guidance, local authority officers should feel able to build a business case for introducing a Retrofit Facilitation Service, understand how to think about its development and delivery and be ready to scale up.
This guidance is focused primarily on retrofit facilitation services targeting willing-to-pay households rather than those focused on households in, or at risk of, fuel poverty.
